There is always a great deal of concern regarding roadside ditches. One of the main functions of these ditches is to provide drainage for the road surface. When a ditch doesn't function properly, it is almost always because of either blockage caused by debris or improper slope. Blockages can usually be solved by the homeowner, but when it comes to changing the grade of the ditch, professional assistance is required as the slope must be consistent with the approved drainage plan.
Maintenance by property owner.
The right-of-way and roadway ditch adjacent to all occupied residential, commercial and industrial properties shall be maintained by the property owner. Maintenance shall include mowing, brush removal, removal of litter and debris, and cleaning, maintenance and replacement of driveway culverts with no changes to existing grades. No vegetation shall be allowed to exceed a height of three feet. Maintenance exemptions may be granted by the Town in the following situations:
A. The depth or slope of the roadway ditch makes maintenance hazardous.
B. The bottom of the ditch is consistently saturated or filled with water (maintenance is required up to the zone of saturation).
Maintenance by Town.
The right-of-way and roadway ditches adjacent to unoccupied residential, commercial and industrial property, and all agricultural property shall be maintained by the Town. The right-of-way may be left in a natural state or mowed by the Town in the Town's sole discretion. The Town shall be solely responsible for cleaning, maintaining and replacing culverts under Town roads.
State and County Highways are under not under Town jurisdiction.

On average, without replacing culverts, it costs about $200,000 per mile to repave a section of road.
Currently we have 20.14 miles of Town roads.
The Town receives $2,723.59 per mile or $54,853.26 per year from the State.
On average, the budget for roads is about $150,000.
The Town collects a total of $201,089 in taxes to operate the Town, including roads.
